Security Printing and Minting Corporation of India Limited (SPMCIL) recently hosted a successful procurement conclave, marking another significant step in its commitment to advancing the skill set of officials in the procurement domain. This two-day event, held on the 2nd and 3rd of September 2024, at Hotel Express Inn in Nashik, Maharashtra, brought together experts from across the nation to discuss the evolving landscape of public procurement. The conclave was organized by SPMCIL’s Corporate Office, New Delhi, and hosted by the India Security Press, Nashik.
At the heart of the conclave was a series of interactive sessions designed to foster experiential learning, case studies, lectures, and multimedia presentations. The goal was to provide participants with the tools and insights they need to navigate the challenges of modern procurement, particularly in the public sector.
The event kicked off with a welcome address by the Chief General Manager (CGM) of ISP Nashik, followed by an inaugural address by the Chief Vigilance Officer (CVO) of SPMCIL, and a keynote speech by the Chairman and Managing Director (CMD) of SPMCIL. These opening speeches set the tone for a gathering aimed at enhancing procurement practices across various sectors.
Throughout the conclave, attendees were introduced to the latest procurement policy initiatives by the Government of India (GoI). Experts such as Shri Sanjay Aggarwal, Advisor to the Public Procurement Division (PPD) in the Department of Expenditure, Ministry of Finance, and Shri H.K. Sharma, former Additional Director General of DGS&D, Ministry of Commerce & Industry, shared their knowledge on vital topics such as contract management, dispute resolution. Dr. Sunil R. Nandankar, Senior Professor at the National Academy of Indian Railways, Vadodara, has also delivered an insightful presentation on “Public Procurement: Perspectives from Theory and Practice” at the conclave.
The event placed particular emphasis on the Government E-Marketplace (GeM) and its growing role in public procurement. New functionalities of GeM were highlighted, including the introduction of forward auctions and updates in systemic improvements based on GoI guidelines. The insights were provided by key speakers such as Shri R.K. Srivastava, Additional CEO of GeM, Shri Vishal Singh, Director of GeM and Sh. Abhinav Bharat, Manager Product, (Forward Auction), GeM.
Day two of the conclave featured discussions on preventive vigilance and systemic improvement aspects in public procurement, led by Shri Ashok Kumar, Chief Technical Examiner of the Central Vigilance Commission. Internal panel discussions followed, covering recent changes to SPMCIL’s Procurement Manual for Goods, and GoI’s updated guidelines on the procurement of works, consultancy, and other services.
Sustainable public procurement was another critical focus of the conclave. Shri Sanjay Aggarwal shed light on how procurement practices can align with sustainability goals, ensuring that public procurement not only delivers value but also promotes responsible use of resources.
